For the first time in six years PAWS and More is raising its service fees. The boarding fee is going up $3 to $18 per day and the $40-pick up fee is increasing to $60. Per state law, the shelter must hold animals for a minimum of seven days. Based on the increased service fees, and the average number of cats (202) and pick-ups, PAWS and More is requesting $26,472 in the next fiscal year from the City of Washington. The formula is the same as that used for other cities and the county. The Washington City Council had a funding request presentation from PAWS and More at their recent meeting, at which PAWS and More Director Amber Talbot explained the cost is based on the animal control services provided.

City councilman Brendan DeLong said it was tough to see such an increase, “So my question is, I know there was conversation last year, and I think last year you told us you were also underfunded. And I thought at that point we took steps to fix that.”

And Talbot replied, “You did, the $21,000.”

DeLong said, “And now you’re back here now telling me you’re underfunded again.”

Talbot added, “So, it’s the fee for service went up.”

DeLong answered, “I understand. But still you’re asking for an over 20% increase again. I have a hard time with that. I’m not saying anything against PAWS and More, but I’m having a hard time keep upping your price. So, I would be in favor of a three-year agreement to lock this in because I’m afraid if we don’t, that next year it’s going to be we’re back in the same boat again.”

PAWS and More President Sheila Hanson stated that past councils underfunded the shelter, not basing their figures on services provided. The council last year took steps to correct the gap. In addition, the funding request states the shelter will continue it’s Trap, Neuter, Release program for $70 per cat, and will continue to invoice quarterly for dog pound dogs at $105.40. The council will consider the request with the new service fees and will look at a multi-year agreement.
