Former Kalona Public Works Superintendent Matthew Jacoby has surrendered his wastewater and water treatment certifications following an internal investigation by the city and an enforcement action from the state Department of Natural Resources.

According to the enforcement action, the investigation began when Kalona officials were made aware of data irregularities in regards to the Southtown water supply. In a conversation with DNR officials, Jacoby admitted to intentionally creating discrepancies between the raw data at the facility and monthly operation reports to “keep the DNR happy.”

The investigation found that over a dozen alterations were made to the raw data over a six-month period. Specifically, Jacoby was increasing the residual chlorine levels in the water by 1 mg/L. The investigation results were later confirmed by a DNR review.

Jacoby voluntarily agreed to surrender his certifications until July 1, 2027. He also cannot work any shift as a shift operator or operator-in-charge unless and until he obtains his water treatment certification.

Jacoby has since been replaced by Mike Martens as Kalona Public Works Superintendent.
