A New London teenager is facing two felony charges eight months after two people were thrown from the bed of a truck and one person died. According to court records, 18-year old Owen Neff was arrested last week and has been charged with homicide by vehicle reckless driving, a class C felony, and serious injury by vehicle, a class D felony. 

Court documents outline that Neff was driving a truck on September 27, 2024, in New London with four people riding in the bed of the truck. Around 11:30 p.m. Neff took an abrupt turn that caused two people to be thrown from the truck – one of those was Gavin Browning who sustained head trauma and died. Allegedly, the other passengers told Neff to stop and he did. He exited the truck and pulled the injured person to the side of the road and then panicked upon seeing Browning deceased, and then drove away. He pulled over at the next intersection and remained until first responders arrived and he made contact with law enforcement.

A preliminary hearing has been scheduled for June 6th in Mt. Pleasant.
