The Kalona City Council passed utility rate increases on first reading that would increase water costs for residents by over 25% for next year and by over 60% over the next three years.

The increases are to pay for a lagoon expansion, a transmission line and filter rehabilitation, and a water plant expansion over late 2025 and 2026 as well as a water/sewer main replacement in 2027 or 2028.

For water, the flat rate will increase from $14.50 to $18.50 in July of 2025, $21 in 2026, and $22.10 in 2027. The per 1000 gallon rate will increase from $2.73 to $4 in 2025, $5.50 in 2026, and $5.75 in 2027.

For sewer, the flat rate will increase from $13.50 to $19.50 in 2025, $25.75 in 2026, and $28.75 in 2027. The per 1000 gallon rate will increase from $3.09 to $4 in 2025, $5.50 in 2026, and $5.75 in 2027.

All rate increases will occur on July 1, the beginning of each new fiscal year.

After passage on first reading, the council will hold two more readings of the ordinance.
