
At approximately 5a.m. Thursday, July 5th a Canadian Pacific train struck an unoccupied vehicle on Yucca Avenue just north of Highway 92 near the Washington/Louisa County line.
A Washington County Sheriff’s Deputy responded to the scene and could not locate any subjects. The vehicle was registered to a William Goodwin of Washington. The responding officer called for a tow truck. En route to the scene the tow truck driver saw a man lying on the north shoulder of Highway 92 just to the west of the collision site. The deputy reported to the second location and observed Goodwin. The officer woke Goodwin, who attempted to smoke a cigarette and light a marijuana pipe. The officer confiscated those items from the subject. It was determined through the conversation with Goodwin that he had not been in the car when it was struck by the train and that he was alone. Goodwin was arrested for possession of controlled substance marijuana and possession of drug paraphernalia. He was also examined on scene by Ainsworth QRS.
After transport to the Washington County Jail, Goodwin consented to field sobriety testing and a preliminary breath test. The test showed a BAC of .333, more than four times the legal limit. A Data Master breath test was also administered, registering a BAC .345. Goodwin was then transported to the Washington County Hospital and Clinics emergency room to be cleared for incarceration due to his high level of intoxication. Once cleared at the ER he was transported back to the Washington County Jail. Subsequent charges against Goodwin included first offense OWI, no proof of insurance-accident related and failure to maintain control.
