A West Chester man who was sentenced to five years in prison in June 2017 was arrested in Iowa City earlier this week.
According to the Iowa City Police Department, 32-year-old Justin Milam was arrested at a traffic stop at approximately 1:12 a.m. January 29 at the intersection of South Gilbert Street and 1st Street. Milam was charged with driving while barred, interference with official acts, and having no ignition interlock device when required. Milam is on parole from Community Based Corrections. Milam was charged with involuntary manslaughter for striking pedestrian Kathy Whetstine in June 2015, who died from injuries sustained. The charge was dismissed last year and Milam gave a negotiated voluntary guilty plea to operating under the influence third offense.
