Washington, Mahaska and Wapello counties are making efforts to leave Regional Utility Service Systems or RUSS and today the RUSS board will discuss the departing agreement. At yesterday’s Washington County Board of Supervisors meeting Supervisor Jack Seward who sits on the RUSS board explained the drafted agreement states that the leaving counties agree to pay a penalty of five years of current operating dues which is $13,650 or $68,250. The agreement also states it is effective upon approval from the 10 current member counties of RUSS.
