The Highland Community Schools met Monday and decided to change from the Iowa School Cash Anticipation Program or ISCAP (Ice-Cap) to the Educational Cash Flow (ECF) program for 2010-2011. Board Secretary Bev Colbert says these are programs that they use to borrow funds when they don’t get state funds or tax revenue coming in during certain months. Colbert says they have always used the ISCAP program but they decided to switch to the ECF program because the fee was about a thousand dollars cheaper.
