As more snow hits southeast Iowa this weekend, Kalona, Riverside and Wellman residents are reminded of city parking and snow clearing ordinances.

Kalona snow ordinance states that no person shall park, abandon or leave unattended any vehicle on any public street, alley, or city-owned off-street parking area during snow removal operations unless the snow has been removed or plowed from said area and the snow has ceased to fall. Peace officers are authorized to remove vehicles from any area that are in violation of a parking ban to the nearest garage, other place of safety, or to a garage designated or maintained by the city. 

After snowfall of three or more inches, the City of Riverside’s snow emergency policy states that the city will require all residents to follow “odd/even” parking along the designated routes where there is signage. When in effect, parking is prohibited on the even side of the street on even days and on the odd side on odd numbered days for the first 24 hours. There is no parking along the snow emergency routes until the snow has stopped and the road is clear. Vehicles violating the restrictions will be ticketed, fined, and/or towed.

An automatic snow emergency will be issued in Wellman after two inches of accumulation and end 24 hours after precipitation has stopped. During this time, parking on city streets is only allowed from 7 a.m. to 9 p.m. in the downtown business district. Any vehicle in violation is subject to towing and impounding. 

All property owners are responsible for prompt removal of snow and ice accumulations from sidewalks. If any accumulation of snow is not removed within a reasonable time, the cities may do so and assess the costs against the property owner for collection in the same manner as a property tax. It is unlawful for any person to throw, push or place any snow or ice from their property on a street or alley as this may cause a driving hazard.
