After being closed for almost six months, a 10-mile stretch of Highway 21 in Keokuk County is open again to motorists. The Iowa Department of Transportation re-opened the road Thursday for travel to resume between Highway 149 near Hedrick and Highway 92 just north of Delta. The road construction project began in June and included a complete rebuilding of the road and added some new sidewalks in Delta at a cost of about $14.3 million.
