All American Restorative Care of Washington is facing over $48,000 in fines stemming from an incident where staff did not administer CPR. According to the Iowa Department of Inspections and Appeals, the facility, which houses 47 residents, did not have a system in place to inform staff of residents’ status regarding do not resuscitate orders. On June 2nd of this year, staff did not provide CPR to a resident who was found unresponsive and not breathing, despite documentation signed by the resident that requested CPR if breathing ceased or his/her heart stopped beating. The citation also states that the facility restricted one resident’s family and spouse from visiting, against the resident’s right. The Department of Health and Human Services Centers for Medicare and Medicaid also cited All American Restorative Care of Washington, the report stated that the facility needed to, as of October 10th, finish inservicing all employees regarding basic life support, full code and do not resuscitate policy, CPR policy, advanced directives, Hospice program policy and documentation of assessment guidelines, as well as monitor staff so polices are followed and monitor the labeling of charts to show status and effectiveness.

Owner Jerry Rhoads, who is running for governor and also operates a care facility in Muscatine, stated that he runs a family owned business that cares about the individuals in their care. He added that he believes the business is over regulated and the regulators do not care about the people. Rhoads did state that he is appealing the citations to keep the facility open.
