It’s time to spring forward. Daylight Saving Time begins Sunday morning at 2:00, when clocks will be moved forward one hour. The time change was first implemented during World War I to save energy for war production by taking advantage of the later hours of daylight. The government again required states to observe the time change during World War II. In 1996 Congress passed the Uniform Time Act, which standardized the length of Daylight Saving Time
