A man who helped write Washington County’s proposed zoning ordinance says land use regulation does have some drawbacks. Gary Lozano worked with the zoning commission during the year long process of writing the ordinance. Lozano says many see zoning as too restrictive, complex, bureaucratic and parochial. He says many also fear that it creates an atmosphere of exclusion. Still, he feels it’s the best tool government bodies have at their disposal to deal with land use issues.
