The City of Washington is offering free recycling bins. City Clerk Illa Earnest says after a while the elements take their toll on the plastic bins, and they begin to break apart. She says that from 8 to 5pm during the week, you can stop by city hall to pick up the replacements for free. The bins remain the same size as the ones being used now. She adds the city began their recycling program in 2000.
