Eastern Iowa’s congressman is supporting a measure frequently referred to as the cash for caulkers program. Democrat Dave Loebsack says The Home Star Jobs Bill would provide rebates to homeowners who install energy-saving products and reduce energy consumption. Loebsack says the legislation includes two levels: the Gold Star and Silver Star. The Silver Star provides immediate rebates of up to three-thousand-dollars for installing things like insulation, duct sealants as well as window and door upgrades. The Gold Star offers up to eight-thousand-dollars for conducting a comprehensive energy audit and substantially reducing home energy use.
