A southeast Iowa state lawmaker says the legislature isn’t to blame for the teacher layoffs that many school districts are facing. Becky Schmitz says there are other factors at work on the local level. Schmitz cites declining enrollment and increasing costs. One of the things Schmitz touted following the legislative session was the fact that lawmakers allocated nearly 150-million more dollars for education versus last year.
