A federal grand jury has ruled in favor of the Washington County Sheriff’s Office in a lawsuit that claimed excessive force. The suit was brought by former Wellman resident Amanda Stocksell. Court documents show she claimed that in 2006, while Sheriff Jerry Dunbar and Deputy Randy Tinnes were arresting her on a Johnson County warrant, they TASERed her and shot her with a “non-lethal” bean bag shotgun round. She claimed that she posed no threat during the incident. An attorney for the sheriff’s office pointed to a statement, that was corroborated by several witnesses, that Stocksell had been pointing a large knife at her own neck prior to being shot.
