The Herbert Hoover Presidential Library Association in West Branch is sponsoring a scholarship award for juniors in Iowa High Schools. However, test scores and GPA’s aren’t considered for this scholarship. It’s awarded to those who propose and accomplish a project of their own choosing and design. The Hebert Hoover Uncommon Student Award is given to up to 15 students. Applicants submit a proposal for a goal they want to accomplish.
