Eastern Iowa Congressman Dave Loebsack says cap and trade legislation should eventually be a boost for Iowa’s economy. Many Midwestern industries have said the measure would unfairly burden them with higher energy costs. Loebsack admits that the coal industry would be brought under stricter regulation. However, he feels Iowa has an opportunity to cash in during the shift to alternative fuels and energy.
